For a college scholarship, what qualifies as a “minority”?

My dad is a European caucasian. My mom, however, was born and raised in Venezuela, along with all her siblings. The only thing is, her parents actually immigrated from Madeira, Portugal. Would I actually qualify for a scholarship, or is…
